Two Towers offers S-tier client count with manageable risk. Fancy Hill commands top-dollar cocaine prices. Factory North is the best stimulant market at Level 2.
B Solid — Dependable workhorse zones

Low-risk zones that remain useful throughout the game for cooling down heat and maintaining reputation. Supermarket offers decent mid-tier value for its risk level.
C Niche — Situational or low-value

Low client counts, niche drug demands, or poor risk-to-reward ratios. Factory South is outclassed by its northern counterpart. Dead Ends and Kennel offer extreme danger for minimal payoff. Stink and Bad Asia have high danger with limited upside.
F Avoid — High risk, low reward
Refugee Camp
High danger, low-paying clients, and requires Level 4 to even access. The worst return on investment of any territory in the game. Only visit for completion or challenge runs.

Focus on building deep reputation in S-tier and A-tier zones rather than spreading thin across the entire map.
